Good day,

I'd like to come on the Valcartier military base, more
specifically in the zone reserved for
Syrian "refugees", in order to hand out the following
flyer:

	"Love Muslims! Hate Islam!"

Careful! I don't want to come hand out some
flyers on a military base! I'm pretty sure that's
forbidden!

But the "refugee zone" is precisely not a military
base, and normal Canadian laws apply in that zone
(among others the constitutional protections
on freedom of speech).

I'm trying to verify, by these actions, if the
Canadian constitution is suspended in the
"refugee zone", and replaced by sharia (islamic
law).

I repeat, I'm absolutely not asking for a pass
to travel around on the military base. On the
contrary, I'd be totally willing to be escorted
from the entrance gate to the inside of the
"refugee zone", and to be escorted on the way out
(just like civilians who come and shoot on the
Iberville firing range).

Good day Mr. Jetchick,

We have taken due note of your request. First of all,
allow us to explain the current situation at CFB Valcartier
as pertaining to Syrian refugees.

At present, we have not received confirmation as to whether
we would host refugees, but we are ready to welcome them and
to support the government plan. Since the hosting site is
located on Canadian Armed Forces (CAF) base, the security
regulations and jurisdictions remain the same and
are governed by the National Defence Act and the Defence
Controlled Access Area Regulations.

Unfortunately we can not help you with the distribution of
your flyers. For the sake of fairness we do not distribute
letters from organizations or for projects external to the
CAF on our bases and garrisons.

And since you've mentioned no reservation nor
objection concerning the contents of the flyer,
it's reasonable to assume you consider that this flyer
doesn't contain anything objectionable from the point
of view of Canadian laws.

Me too! You're ready to take care of their bodies,
by supplying housing, food and clothing (at the
taxpayer's expense). I'm ready to feed their souls,
by supplying them an opportunity to culturally
adapt themselves to Canada (at my expense).

Indeed, in Canada, it's legal to criticise religions.

Are you telling me that a politician (I've been a
candidate for every federal election since 2006 for
the Christian Heritage Party) doesn't have
the right to access future Canadian citizens?

Now that's interesting. Are you sure it's legal to
prevent a Canadian politician from having access
to Canadian voters, on Canadian territory?

I'm seeking legal advice on my side. If I were you,
I'd make sure to contact a Canadian Armed Forces
lawyer. If there should be a court challenge,
you'd certainly be happy to have brought this
possibility to the attention of your superiors.
(In both of Canada's official languages, we say:
"Cover Your Derrière"!).

By the way, and notwithstanding any ulterior
legal actions, at what distance must I remain from
the entrance gate, to avoid falling under the
jurisdiction of the "National Defence Act and the
Defence Controlled Access Area Regulations"?

Also, can I come and pitch my tent and camp in
the refugee zone, since even non-Canadians have
a right to do so?

4) Major Martin (2016-Feb-25, call ended at 13h47)

Phone call from a person claiming to be Major Martin calling from
418-844-5000, who told me he was following up on my e-mails sent
to Capitain Brouillette. (At least I have two names!)

I asked Major Martin to send me an e-mail to tell me in writing
what he was telling me verbally, but he didn't want. I told him
that having been in the Army myself, we had been taught to
prefer written orders. But he told me many things had changed
in the Army.

I asked him where the law on controlled access ceased to apply
and he told me "outside the gate".

He repeated that I could not have access to the "refugee
zone" to hand out my flyers. Here the conversation went
a bit around in circles. He told me for example that only
people who worked on the base had access to it. I reminded
him that refugees don't work on the base. So he took off
on a long explanation that he has to obey orders from his
superiors, etc. I reminded him that before being a soldier,
he was a Canadian citizen, and that it was weird that
with such a huge country, we would put refugees inside a
military base, to then forbid access to it to Canadian
citizens. "I don't want to enter into such a debate",
he answered.

I clearly explained that I understood he was in between
a rock and hard place, but he seemed mostly in a hurry
to cover his derrière, and the heck with these stories
about freedom of expression and equal rights for all
citizens. In short, a polite but cold conversation.

Military personnel have the task to protect our freedoms
and our rights, but after such a conversation, my
impression is more that they are there to defend their
paychecks and their pension funds, not our freedoms
and our rights...
